This report proposes changes to the Constitution and Bylaws for adoption at the 2024 State Convention. It incorporates feedback received from State Central Committee (SCC) members, as well as from delegates and alternates.

Every two years, the Constitution, Bylaws, and Rules Committee (CBRC) considers and recommends revisions to the DFL Party’s governing documents to help ensure continued success in meeting the goals of our party. CBRC members draft and propose these changes at committee meetings between State Conventions. Changes can also come from State Party leadership, other State Party standing committees, local units, community outreach organizations, and non-members. The committee reviews and discusses these proposed changes and then votes on whether to recommend them for adoption. Those changes the committee votes to recommend are compiled and presented for adoption in the committee's report to the DFL State Convention.
Leading up to the State Convention, the committee seeks feedback from party members on the changes proposed in the report. The committee presents a draft of the report to the State Central Committee (SCC) at its last regular meeting before the State Convention. CBRC members will also present the final draft of the report at congressional district conventions around the state and solicit questions and comments. Based on this feedback, the committee may make further changes to the report prior to the State Convention. The committee typically offers a presentation on the day the State Convention is set to convene for delegates and alternates to preview the final changes the committee recommends for adoption. The CBRC will hold its final pre-convention meeting on May 18 (location TBA), if needed.
The 2024 DFL State Convention will be held from May 31 through June 2 at the Duluth Entertainment Convention Center (DECC) in Duluth, Minnesota. The State Convention report is presented with additions underlined and deletions in strikethrough. The final report typically separates proposed changes by purpose so they may be considered independently. The changes presented are only proposed changes, and nothing in the document will take effect unless the State Convention chooses to adopt one or more of the proposed changes. The State Convention may choose to adopt some, all, or none of the recommended changes. It may also adopt any other amendments or even a whole new constitution. A majority vote of the delegates at any State Convention is required to amend the DFL Constitution and Bylaws. Amendments take effect upon the adjournment of the convention where they were adopted.
